Amendment C132

Heritage Policy and Guidelines

Council has prepared Amendment C132 to the Stonnington Planning Scheme.

The Amendment affects all land included in a Heritage Overlay within the City of Stonnington.

The Amendment proposes to replace Council’s Heritage Policy (Clause 22.04) to provide a strengthened framework for the assessment of planning permit applications within the Heritage Overlay.

The new Heritage Policy is being introduced together with a new Reference Document City of Stonnington Heritage Design Guidelines.

Exhibition

The Amendment was exhibited from 23 June to 25 July 2016. You can view the exhibited documents in the Documentation area below.

As a result of exhibition two submissions were received.

Following consideration of these submissions at the Council Meeting of 21 November 2016, Council adopted a position in support of Amendment C132 and referred the submissions to an independent Panel.

Planning Panel Hearing and Report

The Panel Hearing was held on 15 March 2017. Council engaged expert evidence from Bryce Raworth Pty Ltd.

On 12 April 2017, Council received the Panel's Report. At its meeting on 10 July 2017, Council considered the Panel’s recommendations and adopted the Amendment with changes.

Next Steps

The adopted Amendment has been forwarded to the Minister for Planning for approval.

Council is currently awaiting a final decision on the Amendment from the Minister for Planning.
