Neighbourhood Character Planning Controls for part of St Georges Road, Toorak
The Stonnington Council has prepared Amendment C234 to the Stonnington Planning Scheme.
The land affected by the Amendment includes some properties on St Georges Road located between Toorak Road and Lansell Road, Toorak.
The Amendment proposes to implement the findings of the St Georges Road, Toorak Review of Potential Special Character Area (Planisphere, April 2016). Part of St Georges Road has been identified as having special neighbourhood character. The Amendment proposes to apply the following neighbour character controls to part of St Georges Road, Toorak to protect and enhance this identified character:
- Neighbourhood Character Overlay (NCO8); and
- The Design and Development Overlay (DDO20).
The Amendment also proposes to apply a new schedule to the General Residential Zone (GRZ16) to ensure that any variations of the zone do not conflict with the proposed neighbourhood character provisions.
The Amendment also makes minor associated changes to the Stonnington Planning Scheme at Clause 21.06 – Built Environment and Heritage of the Municipal Strategic Statement and at Clause 21.09 – Reference Documents.
Exhibition of the Amendment commenced on Thursday 2 March 2017 and closed on Monday 3 April 2017. The exhibited documents can be found in the Documentation area below.
Council Consideration of Submissions
As a result of exhibition, two submissions were received. At its meeting on 26 June 2017 Council considered a report (you can view a copy in the Documentation area of this page) on the submissions received. Council resolved to request the Minister for Planning to appoint an independent Panel to hear and consider the submissions.
Planning Panel Hearing and Report
A Panel Hearing to consider submissions and the Amendment was held on 31 August 2017.
Council received the Panel’s Report on 3 October 2017. In its report, the Panel has recommended that the Amendment should be abandoned. Further to this, the Panel has recommended that ‘Council consider working with the Department of Environment, Land, Water and Planning to investigate using the strategic work undertaken to develop neighbourhood character objectives and/or further variations to ResCode, for inclusion in Schedule 8 to the General Residential Zone.'
