Heritage Protection for Sutherland House and Blairholme House, Lauriston Girls' School

Amendment C242 – Interim Heritage Controls

In March 2017, Council requested that the Minister for Planning prepare and approve an Amendment to apply an interim Heritage Overlay to Blairholme House and Sutherland House. 

On 6 July 2017 the Minister for Planning approved an interim Heritage Overlay (with changes).  The interim Heritage Overlay applies to Blairholme House but not Sutherland House and it will expire on 13 March 2018.

The interim Heritage Overlay will ensure the place is protected until Amendment C243 determines whether permanent heritage controls are appropriate.

Amendment C243 – Permanent Heritage Controls

The City of Stonnington has prepared Amendment C243 to the Stonnington Planning Scheme. 

Amendment C243 has been prepared to introduce permanent heritage protection to 1074-1076 Malvern Road, Armadale (Sutherland House) and 1034-1040 Malvern Road, Armadale (Blairholme House).

Specifically the Amendment:

  • Varies the Schedule to Clause 43.01 Heritage Overlay to include HO527 1074-1076 Malvern Road, Armadale (Sutherland House) and HO528 1034-1040 Malvern Road, Armadale (Blairholme House) with permanent heritage status.
  • Amends Planning Scheme Map 5HO to show HO527 and HO528, with permanent heritage controls.

Council Consideration of Submissions

As a result of exhibition, twenty-eight submissions were received. At its meeting on 24 July 2017 Council considered a report on the submissions received. A copy of the Council Report can be viewed in the Documentation area of this page. Council resolved to request the Minister for Planning appoint an independent Panel to hear the submissions and consider the proposed Amendment.

Planning Panel Hearing and Report

The Minister for Planning appointed a Panel to consider the Amendment and submissions received on Amendment C243 and a Panel Hearing was held on 21 September 2017. Council received the Panel’s Report on 16 October 2017. In its report the Panel recommended that C243 be adopted as exhibited subject to abandoning the Heritage Overlay being applied to Sutherland House.

Sutherland House at 1076 Malvern Road was demolished one day before the Panel Hearing. The Panel concluded that the building’s demolition has removed any significance the place may have had to justify applying the Heritage Overlay.

The Panel considered that the Heritage Overlay should be applied to Blairholme House at 1034-1040 Malvern Road, Armadale because of its local architectural and aesthetic significance. Lauriston had departed from its original submission and no longer opposed that Heritage Overlay being applied to Blairholme House at Panel.

Next Steps

Council will consider the Panel's recommendations at an upcoming Council Meeting.
