Amendment C256 – Interim Heritage Controls
In February 2017, Council requested that the Minister for Planning prepare and approve an Amendment to apply an interim Heritage Overlay to 390 Glenferrie Road, Malvern.
On 6 July 2017 the Minister for Planning approved the interim Heritage Overlay for 390 Glenferrie Road, Malvern. It will expire on 21 February 2018.
The interim Heritage Overlay will ensure the place is protected until Amendment C257 determines whether permanent heritage controls are appropriate.
Amendment C257 – Permanent Heritage Controls
The City of Stonnington has prepared Amendment C257 to the Stonnington Planning Scheme.
Amendment C257 has been prepared to introduce permanent heritage protection to 390 Glenferrie Road, Malvern.
Specifically the Amendment:
- Varies the Schedule to Clause 43.01 Heritage Overlay to include HO587 390 Glenferrie Road, Malvern with permanent heritage status.
- Amends Planning Scheme Map 3HO to show HO587, with permanent heritage controls.
Exhibition of the Amendment closed on Friday 12 May 2017.

Council Consideration of Submissions
As a result of exhibition, two submissions were received. At its meeting on 10 July 2017 Council considered a report (you can view a copy in the Documentation area of this page) on the submissions received. Council resolved to request the Minister for Planning appoint an independent Panel to hear the submissions and consider the proposed Amendment.
Planning Panel Hearing and Report
The Minister for Planning appointed a two person Panel to consider Amendment C257 and submissions received on the Amendment. The Panel Hearing was held on 18 September 2017 at Stonnington Council.
Council engaged expert evidence from Jim Gard’ner of GJM Heritage Pty Ltd.
Council received the Panel’s Report on 17 October 2017. The panel recommended that the amendment be adopted as exhibited with no changes.
Council will consider the Panel’s recommendations at an upcoming Council Meeting.
