Neighbourhood Character Review 2013
The Stonnington Neighbourhood Character Review commenced in April 2012, with the brief to review and update the findings of the Stonnington Neighbourhood Character Study (2006) and make recommendations for implementation in the Planning Scheme.
In January 2012, consultants Planisphere were appointed to undertake the following staged neighbourhood character work as part of the Neighbourhood Character Review:
- The Neighbourhood Character Review and Character Areas
- Neighbourhood Character Overlay Gap Study
- Neighbourhood Character Overlay Schedules
The Neighbourhood Character Review and Character Areas
The Review has identified four broad character areas as Inner Urban, Garden River, Garden Estate and Garden Suburban. From these four character types, eight broad revised neighbourhood character precincts are proposed. Precinct profiles were then prepared which detail preferred character statements and design guidelines.

Neighbourhood Character Overlay Gap Study and NCO Schedules
The Review also identified 23 potential Neighbourhood Character (NCO) areas (i.e. areas which display exemplar, rare or atypical character) as potential areas requiring further planning preservation in an NCO. Neighbourhood Character Policy
The Neighbourhood Character Local Policy was introduced into the Stonnington Planning Scheme via Amendment C175 on 17 September 2015. The policy includes preferred neighbourhood character statements across the municipality and was informed by the Precinct Profiles in the Neighbourhood Character Review 2013.
