Structure Plans and Urban Design Frameworks
Activity Centres within Stonnington are likely to experience pressure for change in the future as Melbourne emerges as a more compact city under the State Government's metropolitan strategic plan: Plan Melbourne.
To plan for this change Council is currently undertaking a number of structure plans for its activity centres to guide future development and provide effectively for changing community needs. A structure plan is a planning tool that sets out a vision for the future development of a place. It establishes a planning and management framework to guide development and land-use change and aims to achieve environmental, social and economic objectives.
A structure plan takes into account all of the issues affecting an area, including its buildings and spaces, land uses, activities and transport. An essential aspect of the structure planning process is feedback from the community on how the area should evolve. An important phase of the structure planning process requires consultation with the community, local residents, traders and the development industry to determine the best outcome for the centre. Each structure plan will require consultation.
From the background research, analysis and consultation, the structure plan determines what is working well in an area and how this can be enhanced, as well as how the area can grow and change in the future. It provides clear strategies for how this can be achieved.
590 Orrong Road and 4 Osment Street, Armadale
Council prepared an Urban Design Framework Plan for 590 Orrong Road and 4 Osment Street. A Development Plan Overlay (Schedule 2) seeks to manage development on the site. Amendment C153, introducing the Development Plan Overlay, was approved by the Minister for Planning in October 2014.
Dandenong Road Review (Tooronga Road to Bates Street)
The Dandenong Road Urban Design Guidelines (Tooronga Road to Bates Street) has been prepared. The Design Guidelines were introduced as a reference document and new planning controls were approved via Planning Scheme Amendment C173 in August 2015. Forrest Hill Structure Plan

Malvern Road-Burke Road Urban Design Framework
The Victorian Government’s proposed Level Crossing Removal Project will change the Malvern Road-Burke Road Neighbourhood Centre (the centre), creating opportunities for increased open space and new development.
The Malvern Road-Burke Road Neighbourhood Activity Centres Urban Design Framework (UDF) was adopted by Council in December 2014. The UDF has informed the preparation of planning controls to set guidelines for development of the centre.

Prahran/South Yarra Activity Centre
Chapel reVision 2013-2031 is a review of the Chapel Vision Structure Plan 2007-2031 for the Chapel Street Activity Centre. Chapel reVision aims to guide a range of important aspects including development, land use, movement, public realm/open space, strategic opportunities and economic/social planning and sustainability. This project informs proposed Amendment C172 to introduce permanent planning controls to the Chapel Street Activity Centre.

Toorak Village Structure Plan and Design Guidelines
The Toorak Village Structure Plan was adopted by Council in February, 2008 and the Design Guidelines were adopted in August, 2010. This Structure Plan and Design Guidelines were introduced as reference documents in the Planning Scheme via Amendment C77. Waverley Road Urban Design Framework Plan
The Waverley Road Urban Design Framework Plan was adopted by Council in April, 2008. The Urban Design Framework Plan was introduced as a reference document in the Planning Scheme via Amendment C55.
