Domestic Greywater Treatment Systems

Greywater (all non-toilet household water) is a great water resource during water restriction periods. Although the reuse of greywater is beneficial, it can also pose some environmental and health risks. There are permanent greywater recycling systems available that treat greywater prior to its use in the garden, or for toilet flushing. Any greywater system that involves treatment and disinfection prior to use will require a permit from Council.

How do I obtain a Permit for a Domestic Grey Water Treatment System?

  1. Confirm that the system chosen for installation is in the list of EPA Certified Systems;
  2. Complete the application form and submit to Council along with payment and a scaled set of site plans as detailed on application form; and
  3. Arrange a preliminary site inspection by an Environmental Health Officer prior to installing system, and a final inspection after system is completed. Permits will not be issued until site inspections have been completed.

To arrange an onsite inspection please contact Council's Environmental Health Department on Ph: 03 8290 3393.

Important:

Only greywater systems with a current Certificate of Approval from the EPA will be permitted. Irrigation systems must be designed and installed in compliance with EPA Certificate of Approval CA1.5/08. Design capacity will be based on annual rainfall of 525mm, and assumed soil percolation rate of 15mm/hr unless a land capacity assessment has been carried out. System must not be constructed until a 'permit to install' has been issued. System must not be used until a 'permit to use' has been issued.

Does a Grey Water Diversion System also require a permit?

Greywater diversion systems do not require permits or Certificates of Approval ensuring that they do not involve the treatment and disinfection of the grey water prior to use. If the system involves treatment and disinfection of grey water prior to use, it will require Council and EPA approval.
