Fast Track Applications

This Information Sheet deals specifically with guidelines for Fast Track Planning applications. When determining whether an application is suitable for consideration through the Fast Track process, Council’s planners will strictly adhere to the guidelines outlined in this fact sheet.  Council reserves the right to take an application out of the Fast Track process if new information alters its eligibility.

Introduction

Council has implemented a Fast Track planning permit application process to assess minor planning applications quickly and efficiently through the planning process. The fact sheet below provides an overview of the Fast Track process and explains the eligibility criteria for obtaining a planning permit through this system.

What is a Fast Track application?

A Fast Track application is a basic development application that does not require advertising or referrals.  Eligible applications may include:

  • Fences
  • Swimming pools
  • Garden sheds and verandahs/pergolas
  • Some minor building works or additions
  • Some advertising signage

Eligibility for the Fast Track process is determined by senior staff within the Statutory Planning Unit and is based on the size and nature of the proposed works and the planning controls (zones and overlays) that affect the site. 

How do I lodge a Fast Track application?

Applications can be made using the standard ‘Application for Planning Permit’ form and can be lodged at the Statutory Planning Counter, Prahran Town Hall, between 8.30am – 5.00pm Monday to Friday. Once received, Council officers will determine whether the application is eligible for consideration through the Fast Track process.  You will receive an acknowledgement letter advising you if the application has been nominated for the Fast Track process.

By providing all of the required information upfront, you will assist with the quick assessment of your application.  The minimum information required to be submitted is as follows:

  • Completed Application Form.
  • Current full copy of Certificate of Title and Lot Plan (obtained within the last three months).
  • Completed Standard Declaration for Planning Permits Form.
  • Prescribed fee.
  • All information as noted in the Checklist for Planning Permit Applications.
  • Photographs of the subject site and the street (optional but highly desirable).

When is an application not suitable for Fast Track?

Applications cannot be considered using the Fast Track process if they are:

  • Enforcement instigated applications
  • Retrospective applications
  • Applications requiring formal notification (advertising)
  • Applications requiring formal referral (internal or external)
  • Applications involving contributory or individually significant sites within a heritage overlay (unless otherwise advised)
  • Amended after an application is lodged
  • Placed on hold at the request of the applicant

When will a Fast Track application permit be issued?

Ordinarily, Council has 60 days to make a decision on an application.  If your application is suitable for consideration using the Fast Track process, your permit will be issued within 21 days from the receipt of all further information.
