Road Openings and Pipe Tapping

From 1 January 2005 the 'consent' of the co-ordinating road authority under s63(1) of the Road Management Act is required to carry out works in, on or under a road. Consents replace the road opening permits that would otherwise be required under the Local Law.

A permit is still required to tap into a Council drain.

Applications for road opening consents and/or tapping into drains are to be made to Council's Building Local Law Permits & Compliance at the Prahran offices - Cnr Chapel & Greville Streets Prahran, by post to PO Box 21 Prahran 3181, ph 8290 3251, or email building@stonnington.vic.gov.au

Application for consent

The application should include a detailed description and plan of the location and extent of the works. Traffic management plans applicable to the works must also be included with the submission.

On receipt of the application/information, the details will be assessed and you will be advised of the applicable fees.

Application to tap into Council drain

Council administers the public stormwater drainage system throughout the municipal district except for main drains which are controlled by Melbourne Water. Council does not administer the sewerage system. This is dealt with by Melbourne Water.

Connection into any Council drain, including a kerb, barrel drain or easement drain (whether on the subject property or beyond the property line) requires a Council permit.

Applications must describe the location and method of connection. In the case of connection to a significant drain such as in an easement, the permit will include a condition that the work is to be inspected by Council prior to covering over.

In cases of building work, the identification of the point of discharge and any special requirements will be provided with the details of the stormwater discharge point required to be obtained as a report under the Building Regulations by the relevant building surveyor prior to issue of the building permit.
