Skips

Skips (and rubbish containers not otherwise authorised by Council) require a permit if they are placed over Council land.

The majority of skip permits are issued direct to skip companies familiar with Council's processes. In such cases customers do not need to apply for permits themselves.

Applications for the issue of Local Law permits for the placement of skips, builders bins etc on or over Council land are to be made to Council's Building Local Law Permits & Compliance at the Prahran offices -Cnr Chapel & Greville Streets Prahran, by post to PO Box 21 Prahran 3181 or email skip.permits@stonnington.vic.gov.au.

It should be noted that skips etc are not permitted in clearways and no standing zones, loading zones etc. Placement in lanes is discouraged (as an involved consultation process is required with residents and Council's Transport Unit).

Standard skip permits are usually issued on the day of application and usually last 1 week.

Application Requirements

  1. Submission of a completed Council Local Law permit application form
  2. Evidence of a public liability insurance policy with minimum cover of $5,000,000 and agreement to maintain the cover for the period of the permit
  3. Payment of the permit fee based on duration of use:
  • 1-3 days $ 46.00
  • 4-7 days $ 58.00
  • 8-31 days $137.00

Council offers the opportunity to suppliers of skips or bins to enter into a formal agreement with the Council. Suppliers who enter into the agreement will be issued with Local Law permits on charge credit for a period not exceeding 21 days. These agreements are aimed at raising standards and addressing public safety, the amenity of areas in which bins are placed and ensuring that road surfaces or other community assets are not damaged.

Suppliers who do not enter into the agreement will be required to pay the permit fee prior to permit being issued and have the permit in place before the skip or bin is delivered. Suppliers who place a skip or bin before a permit is issued may incur penalties of up to $2000 in each case.

To take advantage of this opportunity, a supplier must sign the agreement and send it back to Council. If accepted it will be endorsed and returned to the applicant with procedural instructions.
