Vehicle Crossovers

When a motor vehicle turns off a road to access a propery it must only do so via an approved crossover. Although such crossovers may cover Council land, Council itself does not construct or maintain them - these are given as responsibilities to the property owner. In the case of access from a lane the crossover is the transition between the lane and the property. No permit is required if there will be no alteration to Council's paving or kerbing, however, if any alteration or interference to Council assets is required to enable access, consent of Council is required.

Persons wishing to construct or alter a vehicle crossing into their property will need to apply for a permit/consent from Council's Building Local Laws & Compliance at the Prahran offices - Cnr Chapel & Greville Streets Prahran, by post to PO Box 21 Prahran 3181, ph 8290 3251, or email: building@stonnington.vic.gov.au

The permit holder will be responsible to engage a suitably experienced contractor to lay the crossover. Council is to be called to inspect the work prior to laying the surfacing material to assess the standard of preparation.

On 17 September 2007 Council resoved to adopt a new Crossing Policy (see related content link). One of Council's main concerns is the unwarranted dominance of crossovers on streetscapes. As a result, new double crossovers and circular driveways (meaning 2 crossovers) are not supported under the policy.

Application Requirements

  • A completed and signed Local Law permit application form
  • A fully dimensioned and detailed site plan or sketch grid plan.
  • The owner's consent if the applicant is not the owner.
  • Consents of utility authorities where their services are affected.

Fees

$210.00 ($110 refundable if application refused).

 

Temporary Crossings

A permit under the Local Law applies for the placement of temporary crossings as used by builders.

Permits are issued for a period of 3 months.  If an extension to the 3 month period is required it must be applied for and a further fee may be required.

Fees

An application fee of $60.00, to cover administration and inspection costs applies.  All other costs associated with the installation of temporary crossings are at cost to the applicant/property owner. 

Planning

In certain circumstances, for example where land is in a Heritage Overlay or fronting a main road, a planning permit issued by Council's Planning Services Unit may also be required to construct or alter a vehicle crossover.
