Works Zones
Under Clause 565 of the Local Law a person must not obstruct a road or Council land unless
- in accordance with a permit
- with the consent of the occupier or
- in accordance with law
General Information
Works zones are allowed under rule 181 of the Road Safety Road Rules 2009 - Victoria. They are created by sign-posting parking restrictions so that vehicles associated with construction can stop outside the work site during the hours authorised.
A designated works zone usually extends no further than the width of the property it serves.
It should be noted that a works zone permit does not authorise any other matter controlled under the Local Law (eg permission to place site sheds on the street or works outside of hours). Separate permits are required for these.
Applications must be accompanied by a fully dimensioned and detailed site plan including the number of car parking spaces required and any existing parking control signage and written justification as to the need for special parking.
Applications must be made at least 4 weeks prior to the proposed commencement of a works zone to enable processing and making up & installing the signs.
Short Term Permits
Following a review of the needs of builders' parking in Stonnington in 2006, improvements have been introduced to balance the competing demands for parking space. A new class of permit (tradesperson zone permit) is now available for builders in commercial streets that do not require a full works zone but are inconvenienced by the parking limits signposted.
In residential streets with restrictions for resident only parking or limited stopping times, a special residential tradesperson permit is also available.
