Resident Parking Permit and Proof of Residence

New permit applications require two proofs of residency. Two from the primary list or one from the primary list plus one from the secondary list will be acceptable.

Primary:

  • Rates notice
  • Lease contract
  • Bond Lodgement Certificate
  • VicRoads Registration Certificate or
  • Change of Address Notice Driver licence

Secondary:

  • Utilities bill, eg telephone, gas, electric, water
  • Australia Post mail forwarding notice
  • Bank/financial institution documents
  • Pension card Insurance advice notice, eg home contents, health, etc
  • Electoral Role verification


Insufficient Proof of Residency

New residents awaiting proof of residency should contact Council's Service Centre on 8290 1333 immediately for advice, as infringements issued to illegally parked vehicles may not be withdrawn.

Commercial Premises
Variable resident parking permits will not be issued to residents in commercially rated properties unless Council is satisfied the property is solely occupied as a dwelling, (as defined in the resident permit scheme), and no commercial activity is being conducted from the whole premise. Current variable permit holders in commercially rated premises have the option of converting them to fixed vehicle permits.

Property Developments

1. That Council's Resident Parking Permit Policy be amended by adding the following conditions :

  • All new residential development for which construction commences on or after the date of this decision of 19 March 2007, where the number of dwellings on the site is increased by more than 1, be excluded from the Resident Parking Scheme
  • Where a property is excluded from the Resident Parking Scheme, no resident will be permitted to obtain any parking permits available under the scheme

2. Where a residential development is affected by heritage controls under the Stonnington Planning Scheme and the number of dwellings on the site is increased by more than 1, but it can be demonstrated providing parking for vehicles on site at a rate of more than 1 space per dwelling would adversely affect the heritage place, the exclusion from the Resident Parking Scheme does not apply

3. For the purpose of Recommendation 1, if construction commenced prior to 19 March 2007, the onus be on any applicant for a parking permit to satisfy Council that the separate dwelling or occupancy was occupied or lawfully available for occupation as at 19 March 2007.
