Council requests authorisation from Minister for Planning to Amend the Planning Scheme.

At its meeting on 21 November 2011, Council adopted a revised format of the Draft Urban Design Framework for 590 Orrong Road, Armadale, following extensive community consultation. Council decided to request the Minister for Planning to authorise the preparation of permanent planning controls for the site, with two additional restrictions:

  • a maximum height of 17 metres across the site; and
  • a maximum site yield of 250 units.

In December 2011, Officers submitted a request to the Minister for Planning for permanent controls for the site.

590 Orrong Road and 4 Osment Street is one of the most important redevelopment sites in Stonnington. The Draft Urban Design Framework aims to guide any future development at the site to ensure that it is developed in an appropriate way - including guidelines relating to height, set-backs, boundary interfaces, public spaces and access.

Including the Urban Design Framework in the Planning Scheme would mean that any developer would be obliged to take the Framework into account with respect to new development proposals.

Interim Controls

In October 2011, Council requested the Minister for Planning to apply interim planning controls for the site based on the Draft Urban Design Framework, with a maximum building height limited to the height of the existing building (17 metres). If approved, it would mean planning controls would take effect immediately.

Council is still awaiting a decision by the Minister for Planning on the interim planning controls for the site which includes a height restriction of 17 metres.

Background

Following Council's refusal to exhibit a development request for 590 Orrong Road in December 2010 (Amendment C114), the City of Stonnington is preparing an Urban Design Framework for the site.
