Chapel Vision
Current Status
The Chapel Vision Structure Plan was adopted by Council on 17 December 2007.
Amendment C78 introduced interim Planning Controls into the City of Stonnington Planning Scheme on 5 November 2011 which reflects recommendations from the Chapel Vision Structure Plan. View Amendment C78 here.

Background
The Chapel Vision Draft Structure Plan applies to the Prahran/South Yarra Principal Activity Centre and its environs. The study area generally comprises Chapel Street and Toorak Road (between Punt Road and Rockley Gardens) and the three precincts of South Yarra (including Forrest Hill), Prahran and Windsor. The Structure Plan provides a strategic planning framework for this area over the next 20-25 years.

Scope of the Structure Plan
In summary, the Chapel Vision Structure Plan includes:
- An overview of the Activity Centre's context.
- Vision statements for the Activity Centre and its precincts - South Yarra Prahran and Windsor.
- Strategic directions/strategies that address:
- the role of the activity centre and its precincts,
- built form and density,
- open space,
- public realm and walkability,
- community services,
- retail and commercial activity,
- housing,
- transport networks, access and car parking,
- infrastructure,
- environmentally sustainable design, and
- the planning framework.
Concept plans for key sites/precincts including South Yarra Station Precinct, Cato Street car park and environs, Prahran Market and environs, Prahran Town Hall's public realm, Princes Gardens, Office of Housing - Horace Petty site, Jam Factory and environs and Windsor Station Precinct Investment, partnerships and implementation.
Consultation
There was on-going consultation throughout the preparation of the Chapel Vision Structure Plan with the community and stakeholders including community groups, local service providers, trader associations, State Government agencies and key landowners/developers.
