What is the Inner Melbourne Action Plan (IMAP)?
On 21 April 2006, Melbourne's inner metropolitan councils launched the Inner Melbourne Action Plan to guide future development and respond to the demands of Melbourne 2030 - a metropolitan strategy for Melbourne's growth and development over the next 30 years.
The municipal Councils of Melbourne, Port Phillip, Stonnington and Yarra in association with VicUrban have been supported to undertake this work by a Victorian Government grant of $75,000 as part of the Melbourne 2030 Local Government Assistance Fund - Targeted Grants Program (run by the Department of Sustainability and Environment).
The Inner Melbourne Action Plan acknowledges the role inner Melbourne plays as the primary business, retail, sport and entertainment hub for the metropolitan area, as well as its role in supporting a series of thriving residential neighbourhoods.
IMAP will provide a physical framework to facilitate the growth of the capital city role and functions.
What will IMAP do?
IMAP will build on current policies to develop an agreed Action Plan, which will ultimately inform each of the partner Council's strategic planning programs and Municipal Strategic Statements. It will also serve as a platform for the development of a subsequent framework plan for central Melbourne.
What are IMAP strategies?
IMAP outlines eleven strategies for inner Melbourne including celebrating Melbourne's heritage; linking and improving transport routes; minimising traffic congestion; increasing public transport use; supporting diverse character of inner Melbourne's shopping strips; promoting business investment; linking parks and open spaces; and promoting tourism.
How will IMAP be governed and implemented?
Implementation will involve on-going regional co-operation, regional decision making and the commitment of partner councils. To enable this, an IMAP implementation Committee has been established (pursuant to Section 86 of the Local Government Act) with two representatives from each of the partner councils. The Committee will meet quarterly and co-ordinate the implementation of IMAP actions.

Toorak Village Wayfinding Signage
The City of Stonnington is proposing to introduce a world class wayfinding signage system for pedestrians in Toorak Village. The project builds on the work completed under the Inner Melbourne Action Plan.
The proposed signage constitutes a 'roll out' of a coherent wayfinding signage system to other Stonnington Activity Centres, starting with Toorak Village. Pedestrian wayfinding signage is about enhancing the walking experience by making it easier and safer. It enables people to navigate within and between city precincts and encourages them to do so on foot or by public transport.
