Structure Plans and Urban Design Frameworks
Activity centres within Stonnington are likely to experience pressure for change in the future as Melbourne emerges as a more compact city under the State Government's metropolitan strategic plan Melbourne 2030.
To plan for this change Council is currently undertaking a number of structure plans for its activity centres to guide future development and provide effectively for changing community needs. A structure plan is a planning tool that sets out a vision for the future development of a place. It establishes a planning and management framework to guide development and land-use change and aims to achieve environmental, social and economic objectives.
A structure plan takes into account all of the issues affecting an area, including its buildings and spaces, land uses, activities and transport. An essential aspect of the structure planning process is feedback from the community on how the area should evolve. An important phase of the structure planning process requires consultation with the community, local residents, traders and the development industry to determine the best outcome for the centre. Each structure plan will require consultation. From the background research, analysis and consultation, the structure plan determines what is working well in an area and how this can be enhanced, as well as how the area can grow and change in the future. It provides clear strategies for how this can be achieved.
Toorak Village Structure Plan and Design Guidelines
The Toorak Village Structure Plan was adopted by Council in February, 2008 and the Design Guidelines were adopted in August, 2010. Council is currently preparing planning scheme controls to implement the Structure Plan and Design Guidelines. A copy of the Toorak Village Structure Plan and Design Guidelines can be viewed here.
Forrest Hill Structure Plan
The Forrest Hill Structure Plan was adopted by Council in December, 2005 and is now a reference document in the Stonnington Planning Scheme. The Structure Plan informed the preparation of Clause 22.17 and Design Development Overlay Schedule 8 in the Stonnington Planning Scheme. Prahran/South Yarra Activity Centre
As part of the Forrest Hill Structure Plan process an overview of planning issues affecting the Prahran/South Yarra Activity Centre was also undertaken. It is now proposed to extend the scope of this work to enable broad development scenarios to be prepared that could lead to interim controls being placed in the Stonnington Planning Scheme for other parts of the activity centre. The purpose of these controls would be to provide an appropriate level of direction whilst detailed provisions are prepared for the entire Centre. Consultation related to the initial study that may form the basis of interim planning controls will occur with relevant stakeholders, before being considered by Council.

Waverley Road Urban Design Framework Plan
The Waverley Road Urban Design Framework Plan was adopted by Council in April, 2008 and is now a reference document in the Stonnington Planning Scheme.
