Understanding Planning
Council's Statutory Planning Unit is responsible for:
- Assessing applications for town planning permits for the use and development of land;
- Assessing applications for the subdivision of land;
- Representing Council at planning appeals; and
- Providing general advice to the community on town planning matters.

The Planning Process The Stonnington Planning Scheme controls use and development within the City of Stonnington. It contains state and local planning policies, zones, overlays and other provisions that affect how land can be used and developed. |

Pre Application Advice To help us assess your proposal and provide relevant advice, you will need to provide a request form or a summary detailing the project, a site plan, concept drawings and any photos of the site.

Lodging an Application When you lodge your planning application with Council, you need to submit a completed application form, the correct fee, a recent copy of your title, a written summary of works, 3 copies of any site plan and 3 copies of any elevations.

Assessing an Application Council needs to assess the application and check that all the information has been supplied. Under the Planning and Environment Act 1987, Council has 28 days to ask for further information and/or seek claification on the documentation supplied.

Objecting to an Application Anyone who believes they may be detrimentally affected by a planning application is entitled to object. Objections should be lodged within 14 days however, objections can be lodged at any time prior to decision.

Deciding an Application The Council has three options when deciding an application. These are Issue a planning permit, usually subject to conditions, Refuse an application or Grant a Notice of Decision (Council supports the application but there are objections).

Appealing Council's Decision Applicants and Objectors may appeal against a Council decision. Applicants have 60 days from the date of the decision and Objectors have 21 days from the date of the decision, to lodge any appeal.

Post Permit Requests Once a permit is issued the options for making changes are: S72 amendments, secondary consent requests and extension of time requests.
