Special Rates
What is a Special Rate?
A special rate is a rate raised in addition to the general rates and charges under the provisions of section 163 of the Local Government 1989.
It is a property related debt the same as the general rates.
Special Rate is due for renewal on 30 June 2015
On the 18 July 2011, Council concluded the declaration process for renewing the special rates for the following special rate/special charge schemes:
- Glenferrie Road Malvern shopping precinct
- High Street Armadale shopping precinct
- Streets Ahead (Chapel Street Prahran, Windsor and South Yarra) shopping precinct
- Toorak Road South Yarra shopping precinct
- Toorak Village shopping precinct

How much is the Rate in the Dollar?
The basis for calculation is the special rate in the dollar by the capital improved value, unless a minimum or maximum cap applies. The benefit levels, maximums and minimums vary between schemes. For further information contact Council.
How is the special rate being charged?
The special rates will be included on the Annual Rates Notice.
You can pay the rates and special rates either in four instalments or in full by 15 February.
Where can the special rates be paid?
All methods of payment for general rates will be extended to the special rates.
