Financial support
During 2020 and 2021, we provided more than $11 million in COVID-19 related financial support. In September 2021 we announced further support, including:
- waiving costs related to Outdoor Dining Permits until May 2022
- waiving a range of business fees including Footpath Trading Permits ($269,085), Health Registrations ($285,200) and trader directional signage ($41,000)
- a targeted business mentoring program ($20,000)
- a program to build resilience and re-engage vulnerable children in education ($20,000)
- a trial program to support young people to stay safe as nightclubs and entertainment precincts reopen ($30,000).
Rate relief
Our Rates Financial Hardship Policy supports people and businesses experiencing hardship due to COVID-19.

The Victorian and Australian Governments also provide a range of supports and resources to assist businesses during COVID-19.
Small Business COVID Hardship Fund
Business Victoria provides $10,000 grants for eligible small and medium businesses that have experienced a reduction in turnover of at least 70 percent.
Jobs Victoria Fund
Wage subsidies of up to $20,000 are available to eligible Victorian businesses to help those most affected by the economic impacts of COVID-19—by hiring new staff or increasing hours for existing employees.
Business Recovery and Resilience Mentoring Program
The Victorian Government business mentoring program helps small businesses navigate the economic challenges posed by COVID-19 restrictions. Eligible business owners can receive up to four 2-hour mentoring sessions with an experienced professional.
SME Recovery Loan Scheme
Designed to support the economic recovery, the SME Recovery Loan Scheme provides continued assistance to SMEs that are dealing with the economic impacts of the pandemic.
