COVID-19 roadmap - Reopening of services

Victoria's Roadmap

The Victorian Government released its Roadmap which details plans for the state’s recovery from COVID-19 restrictions:

  • Phase B: 70% (16+) fully vaccinated currently in operation
  • Phase C: 80% (16+) fully vaccinated from Friday 5 November 2021  
  • Phase D: 80% (12+) fully vaccinated from Tuesday 19 November 2021.

See below for an outline of the Victorian Government’s COVID-19 Roadmap as it relates to the City of Stonnington's facilities and services.

Aged Services and in-home care

Community Transport

Resumes from Monday 25 October. All passengers must be fully vaccinated and masks must be worn.

Engaged Programs

Engaged programs continue online with some operating outside and onsite. Please check with the Engaged team on 8290 3337 for more information or visit our Engaged programs and events section.

Chris Gahan Centre

Outdoor programs available for fully vaccinated people.

Evening Essential Support groups (e.g. AA, NA groups) can meet, but are limited for up to 10 fully vaccinated people only.

Grattan Gardens Community Centre

Outdoor programs available for fully vaccinated people only. Please refer to Prahran Community Learning Centre for details of programs.

For information on the following services:

  • shopping support program
  • home maintenance support.

Arts and Cultural activities

Chapel Off Chapel and Malvern Community Arts Centre are open for up to 50 fully vaccinated people outdoors.

 

Community facilities

Chris Gahan Centre and Grattan Gardens outdoor programs are permitted for up to 50 fully vaccinated people. Indoor programs are closed.

Malvern Town Hall, Phoenix Park Community Centre and Prahran RSL are closed unless hosting an essential public support service, 10 people per group.

Customer Service

The Service and Visitor Centre will open from Monday, 1 November 2021 to fully vaccinated people.

Early Years Services

Princes Close, Hornbrook and Winter Street centres are open to:

  • families with both parents/guardians fully vaccinated
  • previously authorised families.

 

Festivals and events

Events and event permits

  • COVID-Safe approved events may be permitted in line with outlined restrictions.
  • All entertainment venues can open for up to 50 fully vaccinated people outdoors.
  • One person per 4 square metres rule applies.

Filming and film permits

Filming is permitted for productions that commenced prior to Stage 4 lockdown.

Planning is underway for a series of COVID-Safe activations, celebrations and experiences for Christmas and summer commencing early December.

Libraries

All libraries and History Centre are closed except for Click and Collect.

Outdoor activities are permitted for up to 50 fully vaccinated people.

Parking enforcement

Enforcement of all parking restrictions will recommence from Friday 22 October. To avoid a fine, please check for and adhere to any parking signs.

We will continue to issue warnings for street sweeping 'No Parking' offences until Sunday 14 November - after which enforcement of these signs will also recommence.

Parks and gardens

Playgrounds, public exercise equipment and skateparks are open with social gathering rules.

Prahran Square

Prahran Square: public space and The Pipes art installation is open.

Sport and recreation

Aquatic centres

Harold Holt and Prahran Aquatic Centres outdoor pools are open for up to 50 fully vaccinated people.

Change rooms, indoor pools and gym remains closed.

Outdoor recreation

Outdoor exercise equipment, playgrounds, and skateparks are open with social gathering rules.

Personal training

Up to 50 fully vaccinated people outdoors, one person per 4 square metres rule applies.

Outdoor sport: Bowls, golf, tennis

  • Open for up to 10 fully vaccinated people with social gathering rules.
  • Clubhouses are closed with toilet access only, and competitions are closed.

Sport: athletics, baseball, cricket, rugby, soccer, ultimate frisbee

  • Open for training for fully vaccinated participants (minimum number required to hold training).
  • Change rooms are closed.

Indoor sport: basketball, netball

Closed.

Waste services and recycling services

The Stonnington Waste Transfer station is open to the public from Monday 25 October 2021 to fully vaccinated people.

Normal operations resume.

Weddings and funerals

Weddings

Up to 50 fully vaccinated people allowed for outdoor weddings.

Funerals

Up to 50 fully vaccinated people allowed outdoors, and 20 fully vaccinated people allowed indoors.

Youth Services

Online programs available, with outdoor programs for up to 50 fully vaccinated participants.

The Hub

  • Outdoor on-site programs open for up to 20 participants.
  • On-site drop-in is open.
  • Soccer outdoor training is open, competitions are closed.

School Focused Youth Services

  • On-site programs with COVID-Safe measures in place.

From: Friday 5 November 2021   

Aged Services and in-home care

Community Transport

Local services resume for all fully vaccinated passengers and masks must be worn. QR code check in applies. Day trips services remain on hold at this time.

Chris Gahan Centre

Outdoor programs available for fully vaccinated people or moved inside if raining. Participants must provide proof of vaccination. Masks must be worn when inside.

Community lunches will remain closed until Phase D.

Grattan Gardens Community Centre

Community groups resume for fully vaccinated people only. Social density limits apply. Please refer to Prahran Community Learning Centre for details of programs.

Film permits issued in line with State Government advice.

Planning is underway for a series of COVID-Safe activations, celebrations and experiences for Christmas and summer commencing early December.

  • Capacity: minimum number required for the activity.
  • Spectators allowed with social gathering limits.

Libraries

Libraries are open to fully vaccinated people, one person per 4 square metre rule applies.

  • Outdoor programs for up to 500 fully vaccinated participants (one person per 2 square metres).

The Hub

  • Onsite programs and drop-in are open.
  • Indoor programs for up to 10 participants.
  • Outdoor programs for up to 40 participants.
  • Soccer is open.

School Focused Youth Services

  • On-site programs open for all levels with COVID-Safe plan in place.
