Our middle years and youth services programs are open to children and young people, aged 6 to 25 years, who live, work or visit Stonnington.

Operating out of our two centres in Prahran and South Yarra, the dedicated Middle Years and Youth Services Team work collaboratively to deliver a range of support services, engagement and learning programs and social events.

Youth Services

Our Youth Services Team run programs, organise events and provide services to children and young people, aged 12 to 25 years, who live, work or visit our city. Youth Services is a generalist, voluntary service that delivers the following services and programs free of charge in a safe, supportive and fun environment.

Staffed by a team of dedicated professionals, the service operates out of the Grattan Gardens Community Centre. Getting there is easy, with plenty of parking and public transport options (train, tram and buses) nearby.

Youth Performers in the Square program 

Over December and January, young performers, musicians and artists will be found in Prahran Square entertaining, engaging, and creating a sense of curiosity and interest as people walk by.

Each week from December 7 until 30 January, young people aged 16 to 25 years will be showcasing their amazing talents and artistry.

We are looking for young performers aged 16 to 25 years who live, work and/or study in the City of Stonnington to be involved in this new and exciting program in Prahran Square.

Examples of performances can include:

  • music (solo or group)
  • singing
  • dancing
  • magic
  • juggling
  • mime
  • street theatre
  • puppeteering
  • living statue artists.

Each week from 3 December, there will be two 30 minute sets available which includes:

  • Thursday 3 December 6 pm
  • Thursday 10 December 6 pm
  • Thursday 17 December 6 pm
  • Thursday 7 January 6 pm
  • Thursday 14 January 6 pm
  • Thursday 21 January 6 pm.

With three designated locations in Prahran Square to choose from to suit your performance style and genre.

The below activities will not be considered for this program. However, they may be eligible for a Stonnington Busking permit:

  • fundraising, events, promotions, surveys or advertising, even if they involve any element of performance
  • political rallying
  • tarot card reading, palmistry and fortune telling
  • massage, chiropractic treatment or any other physical manipulation
  • face or body painting including henna and temporary tattoo applications
  • animal acts or where animals are involved in any part of the performance
  • begging or busking
  • bubble blowing
  • balloon twisting
  • pavement art
  • fire twirling.

Amplification is permitted for performances in order to for the performer to be clearly heard against the reasonable amenity expectations of passers-by or people living or working in proximity. Amplification enables performers to:

  • save their voices from strain and damage
  • amplify quieter instruments which are not easy to hear above ambient sound levels
  • supply a backing track which provides rhythmic assistance, musical accompaniment or music backing for street theatre performances.

Amplification will only be permitted with battery powered devices. Mains powered amplification is strictly prohibited. Generator powered batteries are prohibited.

How to apply

To apply for the program you must:

  • be aged between 16 and 25 years
  • live, work, study or recreate in the City of Stonnington
  • complete your Expression of Interest (EOI) form outlining your details including name and address; description of your activity/performance; nature and type of any instruments; details of any equipment such as amplifiers; preferred date/time of performance and preferred location at Prahran Square
  • submit a 3 – 5 minute video or audio of your activity/performance which showcases your ability to entertain and engage an audience; and your skills in your art form with your Expression of Interest, or include a link to your performance on your website or Instagram page.

Submit your Expression of Interest form.

The EOI and video/audio to be submitted by Sunday 8 November at 5pm.

All applications will be assessed by a panel of young people and City of Stonnington Youth Services and Prahran Square staff, and successful applicants will be notified by 23 November.


The following criteria will be used to assess the suitability of the proposed performance for the program:

1. Performance (50%)

  • Evidence of ability to entertain and engage an audience.
  • Evidence that the performance is for a minimum of 30 minute duration.
  • Performer sets a high standard.

2. Skill and uniqueness (25%)

  • Performer is skilled in their art form.
  • Performance possesses a unique quality that gives them an interesting edge.

3. Professionalism (25%)

  • Performer is serious about their art form.
  • Performance suits the ambience of Prahran Square.

The Hub 

Our Prahran Child and Youth Community Wellbeing Hub (The Hub) provides engagement, learning and recreational programs for children aged 6 to 12 years who live in public housing in the South Yarra and Prahran areas. 

Based at the Horace Petty Housing Estate in South Yarra, The Hub is staffed by a dedicated team of professionals who support the young people and their families through socio-emotional and recreational activities, and provide services to help them overcome barriers that can impact the young person's wellbeing and learning outcomes.

Our other work

Stonnington Middle Years and Youth Services plays a key role in the delivery of services and supports to schools, service providers and community agencies across the municipality.

Our service enjoys a high profile in the community and we often take the lead role in coordinating partnerships and initiatives to increase wellbeing outcomes for local youth.
