Councillor Code of Conduct and Councillor Civic Support and Expenses Policy
This Code of Conduct for Councillors sets out to strengthen the working relationships between Councillors.
Together with other Council olicies, Council's Local Law, the Local Government Act 1989 and the Good Governance Guide 2004 recognises that the establishment of good working relationships between Councillors and also with fficers is the basis for a solid and effective team, to represent the community and provide leadership and guidance for the future of the municipality.
Council has had a Councillor Code of Conduct in place since October 2001 and it has undergone regular reviews as per legislative requirements since that date. Stonnington Council has also required Councillors to make a declaration to the Chief Executive Officer when they are sworn in as Councillors to observe the Councillor Code of Conduct. This is in Council’s General Local Law 2008 (No.1) clause 406(2)(e).
Councillors are required to make the declaration to abide by the Code of Conduct and this must be signed and witnessed by the CEO and recorded in the minutes within one month of amendments to the Code. A person is not capable of continuing to be a Councillor if they fail to make this declaration within the specified time period.
Should any future amendments occur, Councillors will be required to make such declaration again within one month of such amendments being adopted.
The Councillor Code of Conduct was adopted by Council at its Special Meeting held on Monday13 February 2017.
Councillor Civic Support and Expenses Policy
This Policy identifies allowances paid to Councillors, the facilities made available to Councillors as well as the circumstances under which Council will make payment for professional development, travel, and other expenses that will enable Councillors to fulfill their responsibilities as elected members of the community.
This policy was adopted by Council on Monday 16 December 2019.
