Caulfield Precinct Structure Plan

The Victorian Planning Authority (VPA) is leading the preparation of a structure plan for the Caulfield Station Precinct, which is wholly located in the City of Glen Eira.

The Precinct is identified in Plan Melbourne 2017-2050 as an Education Precinct focussed around Caulfield Station. The area attracts workers, residents and visitors to Monash University, Caulfield Racecourse, Glen Eira College, the retail precinct in Derby Road and the parks and recreation areas (Glen Huntly Park and East Caulfield Reserve). There are also several residential precincts which range from lower to higher densities.

The Structure Plan is being prepared in collaboration with Glen Eira City Council, City of Stonnington, the Department of Environment, Land, Water and Planning (DELWP) and Transport for Victoria (TfV). The City of Stonnington will continue to work with the VPA and other key stakeholders to inform the preparation of the structure plan.

Caulfield Racecourse Reserve Trust - Land Management Plan

The Caulfield Reserve is 54 hectares of Crown land located in the City of Glen Eira, which was established for the purpose of a racecourse, public recreation ground and public park. A new Caulfield Racecourse Trust (CRRT) was appointed in 2018.

The Trust is currently preparing a Land Management Plan. The Plan will establish long-term directions for the use of the reserve for the purposes of racing, recreation and a public park. The horse training activities will be relocating from the site in 2023, freeing up additional land for community use. The Trust has identified two main areas of focus for the Land Management Plan, being accessibility and activation.

An Issues and Opportunities Paper has been released for public comment. The issues and opportunities are identified against the themes of Environment, Culture Community and Events, Open Space and Recreation, Access and Movement, and Management. The City of Stonnington will continue to contribute when consultation opportunities arise informing the preparation of the Land Management Plan.
