Federation Houses Study Interim and Permanent Heritage Controls
The Minister for Planning has approved Amendment C270 as put forward by Council with no changes. The Amendment came into effect on Thursday 27 September 2018.
The City of Stonnington has prepared Amendments C269 and C270 to the Stonnington Planning Scheme.
The Amendment implements the recommendations of the Federation Houses Heritage Study (GJM Heritage, 2017) which identifies forty (40) individual places and two precincts.
From the Federation Houses Study 2017, four out of the forty (40) individual places have had planning scheme amendments progress ahead of this Amendment due to imminent threat to the buildings.
Therefore Amendment C270 proposes to introduce permanent heritage controls to thirty-six (36) individual places and two precincts, noting that Amendment C269 (interim controls) was approved on 25 January 2018.
The Amendment proposes the following changes to the Stonnington Planning Scheme:
- Amend Planning Scheme Map Nos. 1HO, 2HO, 4HO, 5HO 6HO, 7HO, 8HO and 9HO
- Replace Clause 43.01 with a new schedule

Consideration of submissions
Following exhibition, Council considered submissions at its meeting on 19 February 2018. Council adopted a position in support of Amendment C270, with changes and resolved to refer submissions to an independent Panel appointed by the Minister for Planning.
Panel hearing and report
A Directions Hearing was held on Monday 9 April at the Malvern Town Hall. The Panel Hearing was held over four days on 14, 16, 17 and 18 May 2018 at the Council Chamber in the Malvern Town Hall.

The Panel Report is located under Documentation. The Panel Report and its recommendations were adopted at a Council meeting on 6 August 2018 and submitted to the Minister for Planning for approval. A copy of the Council Report can be found in the documents section below.
On 25 January 2018 the Minister for Planning approved Amendment C269 which applies interim heritage controls to the 36 places and 2 precincts while permanent controls are progressed through Amendment C270.
