Hawksburn Railway Station Precinct Extension
Amendment C278 seeks to extend the Hawksburn Railway Station Precinct Heritage Overlay (HO137) to include additional properties in Hawksburn Road and Toorak Road, South Yarra.
At its meeting on 22 July 2019, Council considered the Panel report received for Amendment C278 and resolved to adopt the Amendment with changes.
Council has submitted the adopted Amendment to the Minister for Planning for approval.
The Minister for Planning will consider the recommendations of the Panel and Council's adopted position and make a decision on whether to approve Amendment C278.

Consideration of submissions
Following exhibition, Council considered submissions at its 6 March 2019 meeting. Council adopted a position in support of Amendment C278, with changes and resolved to refer submissions to an independent panel appointed by the Minister for Planning.
Panel hearing and panel report
A directions hearing was held on 21 March 2019 at the Malvern Town Hall.
The panel hearing was held over two days on 15 and 16 April 2019 at the offices of Planning Panels Victoria.
Following the Panel, Council received the Panel report for Amendment C278 in June 2019. The Panel report recommended that C278 should be adopted with changes.

Amendment C277 and C298 - Interim Heritage Controls
In July 2018, Council requested that the Minister for Planning prepare and approve an amendment to apply an interim Heritage Overlay to the properties in the proposed Hawksburn Precinct extension to the north and south.
The Minister for Planning approved the interim heritage controls on 29 November 2018 however, some properties were excluded from Council's original request. The following properties were not granted interim controls:
- 43-65 Hawksburn Road (western side)
- 364 Toorak Road
- 74 Hawksburn Road
The interim heritage controls expire on 31 March 2020 (extended through Amendment C298 - gazetted 20 September 2019). A copy of the approved map can be found in the documents section below.
