Neighbourhood Activity Centres – our local shopping strips and villages – are important places for community life. They are where we socialise, work and live, and access services, shops and community facilities.
We adopted our Neighbourhood Activity Centres Framework on 8 September 2025. The Framework coordinates planning for 17 Neighbourhood Activity Centres, considering their future economic, community and environmental roles.
The Framework identifies a vision and planning controls to guide growth and development for centres over the next 20 to 30 years. It was developed with a strong methodology, sound evidence-base and comprehensive community input. It responds to local context, including heritage and neighbourhood character.
The State Government is developing plans for 60 activity centres around Melbourne. These plans include many of our centres. The State Government is seeking feedback on their draft planning controls for some of these centres.

The City of Stonnington calls for the State Government to work with us to implement our Neighbourhood Activity Centres Framework. This will help to deliver our housing targets while ensuring the liveability and amenity of Stonnington.
