The Stonnington Heritage Review is a suburb-by-suburb program of works designed to identify and protect valued heritage properties, precincts and places.
Each suburb Review has two components:
- A review of existing individual places and precincts already within the Heritage Overlay.
- A street-by-street, gap study of new individual places and precincts.
The Review provides recommendations that are then taken to Council for endorsement. If endorsed, a Planning Scheme Amendment is undertaken to update the Stonnington Planning Scheme with the new and revised heritage controls.
The Stonnington Heritage Review is informed by the priorities set out in the Heritage Strategy and Action Plan 2018-2029. The Plan was adopted by Council in December 2018 and provides a framework and priorities for heritage protection in the City of Stonnington.

Timing of the Heritage Review
The Stonnington Heritage Review will be completed over several years.
Malvern Heritage Review
The Malvern Heritage Review was undertaken by GJM Heritage and completed in June 2021.
Amendment C316ston implements the recommendations of the Malvern Heritage Review on a permanent basis. Council adopted Amendment C316ston on 14 November 2022 and is currently awaiting final approval by the Minister for Planning.

Toorak, Kooyong and Armadale Heritage Review
The Toorak, Kooyong and Armadale Heritage Review was undertaken by Extent Heritage and completed in April 2022.
Amendment C320ston implements the recommendations of the Toorak, Kooyong and Armadale Heritage Review on a permanent basis. Council adopted Amendment C320ston on 18 December 2023 and is currently awaiting final approval by the Minister for Planning.

Prahran and Windsor Heritage Review
The Prahran and Windsor Heritage Review was undertaken by Extent Heritage and completed in April 2024.
Council resolved to request authorisation for Planning Scheme Amendment C331ston to implement the recommendations of the Prahran and Windsor Heritage Review and the Darling Road Commercial Precinct Citation, at its 24 June 2024 Council Meeting. At the same Council Meeting, Council also resolved to request approval for Planning Scheme Amendment C330ston to apply interim Heritage Overlay controls, while the permanent controls are progressed.

South Yarra Heritage Review
The South Yarra Heritage Review was undertaken by GJM Heritage and completed in March 2025.
Council resolved to request authorisation for Planning Scheme Amendment C350ston to implement the recommendations of the South Yarra Heritage Review alongside the Prahran East High Street Precinct and the Stonnington Thematic Environmental History: Post-war Addendum at its Council Meeting on 30 June 2025. At the same Council Meeting, Council also resolved to request approval for Planning Scheme Amendment C351ston, to apply interim Heritage Overlay controls, while permanent controls are progressed.
