The Transport Strategy was adopted on Monday 12 October at a public Council meeting. An accessible version of the strategy and its action plans will be available on the website by Friday 23 October.
What we're delivering
The Transport Strategy will be delivered through 3 action plans, which outline the actions we’ll take for the first 4 years.
Road Safety Action Plan
Our Road Safety Action Plan(PDF, 4MB) aims to make our streets safer for everyone, whether they’re walking, wheeling, riding or driving.
This includes improving street lighting, making pedestrian crossings safer, upgrading footpaths and measures to reduce speeding.
Sustainable Transport Action Plan
Our Sustainable Transport Action Plan(PDF, 6MB) focuses on the steps we’ll take to make it easier and improving access for people of all ages and abilities to get around - with more accessible options for walking, wheeling, riding and public transport.
Parking Action Plan
Our Parking Action Plan(PDF, 6MB) is about managing traffic, parking and kerbside space effectively - while making sure residents, businesses and visitors can fairly access the parking they need.
Why we need a strategy
Under the Victorian Government’s Transport Integration Act 2010, Council is responsible for managing the local transport network, including local streets, cycling routes, parking and footpaths. The strategy sets out how we’ll plan for a safer, better-connected and more sustainable transport network.
Up to 50,000 new homes are expected to be developed in Stonnington by 2051. As more people choose to live in Stonnington, demand on roads, parking and public space will continue to increase, making it more important than ever to plan how our limited space is used.
Community consultation
In 2026, we asked the community for feedback on the draft Transport Strategy. Its development was shaped by more than 3,200 community responses from previous consultations, local data and opportunities to advocate to the Victorian Government.
You can read about the consultation process on the Transport Strategy consultation page.
Who manages the transport network?
Transport in Stonnington is managed by Council, the Victorian Government and transport operators. Each are responsible for different parts of the network:
- Council manages local streets, footpaths, bike routes, parking, and local transport improvements.
- Victorian Government (Department of Transport and Planning, VicRoads and Transport Victoria) manage arterial roads and public transport infrastructure and services.
- Transport operators (Yarra Trams, Metro Trains, bus companies, taxi companies, rideshare providers) manage the day-to-day operation of trains, trams and buses.
We work with these organisations and advocate for improvements to parts of the transport network that are outside Council’s direct control.
