Construction site and building safety issues

Dangerous construction sites 

If you believe a construction site may be causing immediate danger to the public, please call Council on 03 8290 1333 to report the issue right away. 

If your concern is regarding the welfare of workers on the construction site, please contact the WorkSafe officer of the specific site to report your concern.

Construction site issues

You can report the below non-urgent construction sites issues: 

  • building materials 

  • concrete works 

  • crane or lifting device 

  • dust, dirt or water run off 

  • excessive lighting 

  • landscape works 

  • scaffolding or gantry 

  • skip bins, site sheds and containers 

  • odours 

For contaminated water or soil issues, please contact the EPA to report your concern. 

Construction sites causing damage

You can report a construction site causing damage to public amenities for investigation. 

Public amenities includes: 

  • footpath  

  • kerbs or drains 

  • nature strips 

  • parking spaces, roads or laneways 

  • parks and reserves 

  • trees in a public area 

  • vehicle crossings 

Noise issues from construction activity

Construction activity is permitted during these hours:

  • Monday to Friday: 7 am – 6 pm
  • Saturday: 9 am – 6 pm

Council can only investigate construction noise complaints if the noise occurred outside these hours.

Construction activity outside these hours is allowed if we have issued a building works outside of regular hours permit.

Emergency road and utility works and worker access to constructions sites are permitted at any time.

If construction activity is affecting you outside permitted hours, you can report it to us for investigation.

To ensure we can assess the issue, please prepare all supporting documents, such as a Statutory Declaration or images, before making your report.

Council cannot investigate or act on construction noise that occurs within the permitted hours.

If construction activity is affecting you during permitted times, or seems too loud, please contact the Environment Protection Authority (EPA)

Building or structure concerns

If you have a concern about an unsafe building or structure, you can report the following issues to us.  

  • fire safety concerns 

  • unsafe or dangerous structures 

  • suspected illegal building works 

If you wish to enquire about the building regulations of a building or structure, you can request it online. 

Parking issues

For issues relating to illegally parked construction vehicles, please call 03 9058 6600 and a parking officer will be dispatched to investigate.

Dumping or unsafe removal of asbestos

Asbestos removal must be done by a licensed removalist and WorkSafe must be notified of any work taking place.

If you have an issue with unsafe removal of or dumping of asbestos, you can report it online.

Public transport, train stations or roads are managed by the following authorities:

Issues with utility works (e.g. powerlines, NBN)

Utilities-related construction sites are managed by the relevant utility authority. Please reach out to the relevant utility company directly to report your concern.
