Safe, sustainable and diverse travel

Stonnington is advocating for measures to help improve our liveability and provide safe, sustainable and diverse travel options.

Our vision

Stonnington Tomorrow is our Council Plan for 2025 to 2029. It outlines our vision of ensuring Stonnington remains a liveable city – a great place to live, work and play. A strong focus is that you have safe, sustainable and diverse travel options.

Stonnington is preparing for significant population growth driven by State Government activity centres and housing targets. Our city is expected to have up to 50,000 new homes by 2051. Our Housing Strategy indicates capacity for up to 67,000 new homes. This brings vibrancy and opportunity, but only if our transport system can keep up.

The need for partnership

We manage a local network of streets, paths, cycling connections and parking. However, State Government and other providers manage key parts of the system, like major roads, public transport and network policy. We need partnerships to make sure the system works best for our community.

Victoria’s 30-year infrastructure strategy

This advocacy priority aligns with the following recommendations in Victoria’s 30-year infrastructure strategy 2025-2055:

  • Recommendation 6 – Make government infrastructure more accessible
  • Recommendation 8 – Extend Melbourne's trams to encourage more new homes nearby
  • Recommendation 9 – Run faster bus services, more often, in Victoria’s largest cities
  • Recommendation 16 – Build safe cycling networks in Melbourne and regional cities.

Policy asks

Accessible public transport

Accessible public transport is about ensuring people with disability, older adults, carers and parents with prams can access and use transport more easily.

Much of the tram network remains inaccessible. Council is advocating for faster rollout of accessible stops and low-floor trams.

Improve public transport reliability and frequency

We need to improve the reliability of tram, train and bus services across Stonnington.

More affordable fares will help to:

  • make public transport more practical for everyday trips
  • support population growth expected from new tram and train activity centres.

Current service frequency may not meet future demand. This means we need greater clarity from Yarra Trams and the Department of Transport and Planning on frequency this will support Activity Centre growth.

We also need improved alignment between tram termini and train stations, including an integrated terminus at Glen Iris Station.

Extend key tram routes in Stonnington

While tram routes connect to key train lines and activity centres, we should improve connections to train stations.

We are advocating for a business case to evaluate the feasibility of extensions to:

  • tram route 3/3a at Holmesglen Station
  • tram route 5 at Darling Station
  • tram route 6 at Ashburton Station.

Delivery of Strategic Cycling Corridors

Strategic Cycling Corridors will provide a safer regional cycling network and improve connections and crossings on arterial roads. Malvern Road is our highest priority corridor in the municipality.

Punt Road Public Acquisition Overlay

Lift the Punt Road Public Acquisition Overlay and prioritise the release of State-owned land on Punt Road.

This will enable delivery of high-quality housing and community infrastructure near the South Yarra, Prahran, and Windsor Activity Centres.

Level crossing removals

We ask for the removal of level crossings at:

  • Glenferrie Road, Malvern
  • Kooyong Road, Malvern
  • Tooronga Road, Malvern.

A State Government business case found opportunities for efficiency by removing the Glenferrie Road and Tooronga Road level crossings at the same time. This would also minimise disruptions to the Glen Waverley Line.

We have asked the government to investigate removing the level crossing at High Street, Glen Iris. These projects represent investment in improving active transport and open space outcomes in project areas.

We also ask for more open space and greening outcomes at the level crossing removal site. This is located under the rail bridge over Toorak Road, adjacent to Tooronga Park.

A fair share of the Congestion Levy

The State Government has expanded its Congestion Levy. A tax of approximately $4 million per year now applies to all paid off-street public parking in Stonnington west of Williams Road.

A total of $15 million per year of this tax will be returned to impacted Councils for investment in active transport. We are advocating for the return of at least 50% of our yearly congestion tax bill. This will ensure our community benefits from investment they fund.

Second exit from South Yarra Station

We ask for construction of a second exit for South Yarra Station on Yarra Street. This will alleviate safety, congestion and access issues, particularly for Melbourne High School students.

Default 40km/h speed limit

We ask for a default 40km/hr speed limit on local roads, in line with Infrastructure Victoria’s 30-year plan.

Council has a number of projects ready for delivery if we secure funding from external partners.
