Chapel Street is one of Melbourne's most diverse and iconic precincts. Stretching across 2.5km covering South Yarra, Prahan, and Windsor, its range of retail, dining, and entertainment options make it popular with locals and visitors.
However, in response to increasing community and business concerns about safety, cleanliness and economic vitality, we are working on a range of improvement measures and initiatives.
Our plan for Chapel Street
Central to our response is the Chapel Street Precinct Improvement Plan. Formally adopted in June 2025, the plan outlines how we’ll work with partners and stakeholders to uplift the precinct.
Initiatives in the plan include:
- a marketing and activation campaign
- enhanced after-hours cleaning and pressure washing
- increased graffiti removal and precinct presentation investment
- a new joint outreach program to support vulnerable people during the day (delivered with Victoria Police and the Salvation Army)
A new Chapel Street Place Manager will coordinate our delivery of these initiatives and be a point of contact for business.

Marketing campaign
As part of our Chapel Street Precinct Improvement Plan, we are dedicating $735,000 to a 12-month precinct-wide marketing and activation campaign.
This aims to create vibrancy and encourage visitation to the Chapel Street precinct.
