Planning Scheme amendment fees

Fees apply to planning scheme amendment requests, based on the stage and scale of the amendment. These are set out in Planning and Environment (Fees) Regulations 2016.

We will invoice you for fees at each stage of the process. Fees apply at each stage if the requested amendment proceeds to the next stage.

Fees are calculated using a monetary unit, adjusted annually. For 2026–27, one unit equals $17.27.

a) considering a request to amend a planning scheme; and

b) taking action required by Division 1 of Part 3 of the Planning and Environment Act 1987; and

c) considering any submissions which do not seek a change to the amendment; and

d) if applicable, abandoning the amendment.

2. Public exhibition costs

Stage 2 which consists of:

(a) Public notice letters

(b) Public notice in local papers

(c) Public notice in Government Gazette

*3. Considering submissions that seeks a change, referral and assistance to panel

Stage 3 which consists of:

a) considering
(i) up to and including 10 submissions which seek a change to an amendment and where necessary referring the submissions to a panel; or

(ii) 11 to (and including) 20 submissions which seek a change to an amendment, and where necessary referring the submissions to a panel; or

(b) providing assistance to a panel in accordance with section 158 of the Act; and

(c) making a submission to a panel appointed under Part 8 of the Act at a hearing referred to in section 24(b) of the Act; and

(d) considering the panel's report in accordance with section 27 of the Act; and

4. Adoption of amendment by Council

Stage 4 which consists of:

(a) adopting the amendment or a part of the amendment in accordance with section 29 of the Act; and

(b) submitting the amendment for approval by the Minister in accordance with section 31 of the Act; and

(c) giving the notice of the approval of the amendment required by section 36(2) of the Act.

5. Approval of amendment (paid to the Minister)

Stage 5 which consists of:

(a) consideration by the Minister of a request to approve the amendment in accordance with section 35 of the Act; and

(b) giving notice of approval of the amendment in accordance with section 36(1) of the Act.

The Minister When the planning authority submits the amendment to the Minister for approval.

Note: Council will issue invoices for the above fees at each stage of the process.

*Planning Panel Fees of stage 3

If a proponent-led amendment has to be referred to Planning Panels Victoria, additional fees are required for the Planning Panel process. As the applicant, you must cover all Planning Panels Victoria fees and submit a signed Panel Cost Agreement form(PDF, 220KB). Council must agree to the form submission before deciding whether to start the amendment process (include form template).

Section 20(4) Ministerial Amendments

Regulation 7 of Planning and Environment (Fees) Regulations 2016 sets out the fee for S20(4) amendments and is based on 270 fee units ($4,662.90).

Section 20A Prescribed Amendments

Regulation 8 of Planning and Environment (Fees) Regulations 2016 sets out the fee for S20A prescribed amendments (e.g. corrections, removal of duplicate and redundant provisions) and is based on 65 fee units ($1,122.55).
