Planning Scheme amendments

From time to time, changes are made to the Planning Scheme. These changes are called Planning Scheme amendments. They may be used to respond to land use changes or a new council policy, or to improve how the scheme operates.

Amendments to the Stonnington Planning Scheme can be prepared by Council or the Minister for Planning.

Requesting a Planning Scheme amendment

Individuals and other parties may request an amendment to the Planning Scheme. Please ensure that you understand the process for requesting a Planning Scheme amendment and the associated fees before making a request.

South Yarra Heritage Review and Prahran East High Street Precinct, interim Heritage Overlay controls - Amendment C351ston

Amendment C351ston applies the Heritage Overlay on an interim basis to new individual places and precincts identified in the South Yarra Heritage Review and the Prahran East High Street Precinct, while permanent controls are progressed.

South Yarra Heritage Review and the Prahran East High Street Precinct - Amendment C350ston

Amendment C350ston implements the recommendations of the South Yarra Heritage Review, the Prahran East High Street Precinct into the Stonnington Planning Scheme on a permanent basis and include the Stonnington Thematic Environmental History: Post-war Addendum as a background document.

Authorisation under consideration by the Minister for Planning

Public Park and Recreation Zone Rezoning - Amendment C339ston

Amendment C339ston rezones a number of places that are existing and planned areas of public open space, where the existing zone is inconsistent with the existing or future use. 

At its meeting on 15 December 2025, Council resolved to split the Amendment into Parts 1 and 2. For more information regarding Amendment C339ston Parts 1 and 2, visit Public Park and Recreation Zone Updates C339 on Connect Stonnington.

Approval of (Part 1) under consideration by the Minister for Planning; Planning Panel of (Part 2) will be held on 11 May 2026.
 

Prahran and Windsor Heritage Review and the Darling Road Commercial Precinct - Amendment C331ston

Amendment C331ston implements the recommendations of the Prahran and Windsor Heritage Review and the Darling Road Commercial Precinct into the Stonnington Planning Scheme on a permanent basis.

Environmentally Sustainable Development (ESD) - Amendment C325ston

Amendment C325ston proposes to amend the Stonnington Planning Scheme to introduces a new Particular Provision relating to Environmentally Sustainable Development (ESD) on a permanent basis.

Malvern Heritage Review - Amendment C316ston

Amendment C316ston proposes to amend the Stonnington Planning Scheme to implement the recommendations of the Malvern Heritage Review on a permanent basis.
