The Toorak, Kooyong and Armadale Heritage Review is the second suburb-by-suburb review as part of the Stonnington Heritage Review.

Current status: Approved and Gazetted

On Friday 29 May 2026, the Minister for Planning (under delegation) approved Amendment C320ston, with changes from Council's adopted amendment, and on Thursday 11 June 2026, Amendment C320ston was gazetted into the Stonnington Planning Scheme.

Amendment summary

Amendment C320ston implemented the recommendations of the Toorak, Kooyong and Armadale Heritage Review on a permanent basis. 

The Toorak, Kooyong and Armadale Heritage Review is the second suburb-by-suburb review in the municipal wide Stonnington Heritage Review, and it follows the Malvern Heritage Review.

The review forms part of Council’s broader suburb-by-suburb review program that was developed in response to the Stonnington Heritage Strategy and Action Plan 2018-2029.

The City of Stonnington’s current heritage information for Toorak, Kooyong and Armadale has developed since the early 1990s, and needs to be reviewed and update in line with current best practice.

 

Amendment C320ston amends the Stonnington Planning Scheme to implement the recommendations of the Toorak, Kooyong and Armadale Heritage Review. Specifically, the amendment implemented:

  • Apply the Heritage Overlay to 23 individual places, 14 precincts and 1 precinct extensions to existing precincts, on a permanent basis.
  • Amend and update Heritage Overlay controls for 51 individual places and 11 precincts, including the removal properties, changes in gradings, additional controls, changes to names and addresses, and changes to curtilage boundaries, where necessary.
  • Delete the Neighbourhood Character Overlay - Schedule 5 (NCO5) from properties on Bailey Avenue and Valentine Grove, Armadale in order to necessitate the application of the Bailey Avenue and Valentine Grove Precinct (HO759).
