Exhibition

On 31 March 2026, Council received conditional authorisation for Amendment C331ston. Amendment C331ston is now on Exhibition and will run from Thursday 18 June to Monday 20 2026. On 24 June 2024, Council resolved to seek authorisation for Amendment C331ston, which seeks to implement the recommendations of the Prahran and Windsor Heritage Review and the Darling Road Commercial Precinct.

Amendment summary

Amendment C331ston implements the recommendations of the Prahran and Windsor Heritage Review and the Darling Road Commercial Precinct Citation. 

The Prahran and Windsor Heritage Review is the third suburb-by-suburb review in the municipal wide Stonnington Heritage Review. It follows the Malvern Heritage Review, the Toorak, Kooyong and Armadale Heritage Review.

The review forms part of Council’s broader suburb-by-suburb review program that was developed in response to the Stonnington Heritage Strategy and Action Plan 2018-2029.

The City of Stonnington’s current heritage information for Prahran and Windsor has developed since the early 1990s, and needs to be reviewed and update in line with current best practice.

 

The Darling Road Commercial Precinct was identified and assessed during the development of the Neighbourhood Activity Centres Framework.

The Darling Road Commercial Precinct was assessed to be of local heritage significance, as it demonstrates the importance of neighbourhood shopping strips prior to the widespread adoption of cars and the development of chain stores and supermarkets. Today, the small commercial area continues to serve local residents of the surrounding residential area.

 

Amendment C331ston amends the Stonnington Planning Scheme to implement the recommendations of the Prahran and Windsor Heritage Review and the Darling Road Commercial Precinct Citation. Specifically, the amendment will:

  • Apply the Heritage Overlay to 10 individual places, 9 precincts and 4 precinct extensions to existing precincts, on a permanent basis.
  • Amend and update Heritage Overlay controls for 13 individual places and 7 precincts, including the removal properties, changes in gradings, additional controls, changes to names and addresses, and changes to curtilage boundaries, where necessary.
  • Delete the Neighbourhood Character Overlay - Schedule 8 (NCO8) from properties on Orrong Road, Armadale, and Kelvin Grove and Lalbert Crescent, Prahran, in order to necessitate the application of the Lalbert Crescent Precinct.
