From 2026, the speed limit on selected local streets in Armadale, Malvern and Malvern East will reduce to 40km/h, to improve safety and create streets where people are comfortable to walk, ride, connect with others and move around safely.

This initiative forms part of our Road Safety Improvement Program which delivers measures to improve road safety. It aligns with Council's Transport and Road Safety Strategy and supports the Victorian Government's target to halve fatal and serious injury crashes by 2030, and state and national targets to reduce road deaths to zero by 2050.

The new 40km/h speed limit will be implemented through the installation of new 40km/h signs in the affected areas.

The new speed limit only applies to local streets. The edge roads are arterial roads that are not managed by Council and existing speed limits will remain. Some of these arterial roads already have a 40km/h speed limit at certain times of the day. 

From 2026, the speed limit change will happen progressively across local streets over several months.

Locations

The new reduced speed limit of 40km/h will be introduced in the following locations:

Armadale

Area bounded by:

  • Malvern Road, Glenferrie Road, High Street and Orrong Road.
  • Dandenong Road, Glenferrie Road and Wattletree Road.
  • High Street, Orrong Road, Glenferrie Road and Wattletree Road.

Malvern

Area bounded by:

  • Tooronga Road, High Street, Glenferrie Road and Wattletree Road.
  • Tooronga Road, Wattletree Road, Glenferrie Road and Dandenong Road.

Malvern East

Area bounded by:

  • Darling Road, Malvern Road, Wattletree Road, Burke Road and Waverley Road.

Consultation

In late 2024, we consulted the Stonnington community on a proposed road safety improvement program (RSIP) designed to create safer streets for everyone where people are comfortable to walk, ride, connect with others and feel safe.

The suite of RSIP initiatives was informed by community requests, our Road Safety Strategy and known road safety hotspots.

Following the consultation and consideration of community feedback, Council endorsed a range of road safety improvement projects in June 2025, including the introduction of a reduced speed limit of 40km/h in local streets in Armadale, Malvern and Malvern East.
