In 2026, we will establish and trial a new local bike route with a reduced 30km/h speed limit on Osborne Avenue between High Street and Milton Parade in Glen Iris.

The purpose of the trial is to create a safer bike corridor along Osborne Avenue that will connect to the existing local bike route on Finch Street and expand the safe cycling network in Glen Iris. This route will support bike riders to use quiet local streets to access Gardiner Station and avoid busy Burke Road.

Based on resident feedback from community engagement in late-2024, we've revised the number of speed cushions and speed signs on Osborne Avenue. The revised plan was submitted to Council on 27 October 2025 who endorsed the trial.

What happens next

In 2026, we will construct the local bike route on Osborne Avenue. We will notify adjacent residents before works commence.

Once the local bike route has been established the trial will run for 18 months, during which time community feedback will be invited via our Connect Stonnington Engagement hub. The trial and access to the feedback form will begin as soon as construction work is complete and the 30km/h speed limit signs are installed.

Twelve months into the trial, we will also provide an update on how the trial is progressing.

Throughout the trial we will work with the Department of Transport and Planning and the Transport Accident Commission to gather technical data such as traffic volumes, speeds, noise, air quality and crash data. This data will help us establish if and how the trial has improved safety, traffic behaviour and local conditions.

Considering community insights, technical data and Department of Transport and Planning advice, a final decision on making the trial local bike route on Osborne Avenue permanent will be made in 2027.

  • apply shared traffic lane markings (‘sharrows’ - painted on-road bike symbol) indicating that the road is part of a designated bike route.

Consultation

In late 2024, we consulted the Stonnington community on a proposed road safety improvement program (RSIP) designed to create safer streets for everyone where people are comfortable to walk, ride, connect with others and feel safe.

The suite of RSIP initiatives was informed by community requests, our Road Safety Strategy and known road safety hotspots.

Following the consultation and consideration of community feedback, Council endorsed a range of road safety improvement projects in 2025, including trialling a local bike route on Osborne Avenue between High Street and Milton Parade in Glen Iris.

Before construction works begins a public information session will be held where interested community members can review the revised plans and speak to the project team.

Twelve months into the trial we will check in with Osborne Avenue residents and other affected community members with an update and seek initial feedback. Further engagement on the project will occur at the end of the trial. What we hear, together with technical data and Department of Transport and Planning advice will inform a decision on whether to make the trial local bike route on Osborne Avenue permanent, or not. 

We expect a final decision will be made in 2027.
