In 2025-26 we’re developing a Sport and Recreation Plan for Sir Zelman Cowen Park in Kooyong.

The Plan will align with the Gardiners Creek (KooyongKoot) Masterplan, which was developed in consultation with the community in 2020. It seeks to enhance environmental health, improve biodiversity and support recreation along the Gardiners Creek corridor. Previous consultation on the Masterplan can be seen here. The Plan will support the implementation of Zone 2 of the Gardiners Creek (KooyongKoot) Masterplan.

To meet the needs of current and future users, the new Plan will create a long-term roadmap that will guide the park’s activities and prioritise potential opportunities for investment.

In late-2025 we invited community feedback to understand how they currently use the park, their aspirations for the future and any other feedback that will help us shape the Plan.

What we heard will be considered with a review of Council's policies and the park’s assets, functionality, condition, usage, visitor behaviour and safety concerns to develop the final Plan.

Once we have a draft Plan, we’ll share it for community feedback before we finalise it and begin implementation.
