Heritage Review
The Stonnington Heritage Review is a proactive suburb-by-suburb program of works designed to identify and protect valued heritage properties, precincts and places.
Each suburb Review has two components:
- street-by-street assessment of properties not currently included in the Heritage Overlay
- an update of older citations for places already within the Heritage Overlay.
The Review provides recommendations that are then taken to Council for endorsement. If endorsed, a planning scheme amendment is undertaken to update the Stonnington Planning Scheme with the new and revised heritage controls.
The Stonnington Heritage Review is informed by the priorities set out in the Heritage Strategy and Action Plan 2018-2029(PDF, 4MB). The Plan was adopted by Council in December 2018 and provides a framework and priorities for heritage protection in the City of Stonnington.

Timing of the Heritage Review
The Stonnington Heritage Review will be completed over several years.
Part 1: Malvern
The Malvern Heritage Review was undertaken by independent heritage consultants, GJM Heritage, and completed in 2021.
Amendment C315ston was approved on 24 February 2022 and applied interim Heritage Overlays to places recommended in the Malvern Heritage Review. Interim controls were extended through Amendment C322ston. The interim controls will expire on 19 August 2023.
Amendment C316ston implements the recommendation of the Malvern Heritage Review on a permanent basis.
Council adopted Amendment C316ston in November 2022. It is currently awaiting final approval by the Minister for Planning.
Part 2: Armadale, Kooyong and Toorak
The Armadale, Kooyong and Toorak Heritage Reviews were undertaken by independent heritage consultants, Extent Heritage, and completed in 2022.
Amendment C319ston was approved on 25 November 2022 and applied interim Heritage Overlays to a number of places recommended in the Armadale, Kooyong and Toorak Heritage Reviews. The interim controls will expire on 30 September 2023. Several interim controls (through Amendments C317ston, C318ston and C321ston) were approved prior to the approval of Amendment C319ston.
Amendment C320ston implements the recommendations of the Armadale, Toorak and Kooyong Heritage Reviews on a permanent basis.

Part 3: Prahran and Windsor
The Prahran and Windsor Heritage Reviews are currently being undertaken by independent heritage consultants, Extent Heritage, and are expected to be completed in the first half of 2023.
All remaining suburbs will be undertaken in 2023 and 2024. This webpage will be updated as the Stonnington Heritage Review progresses.
