Temporary occupation of Carters Avenue car park

We have approved the temporary occupation of the Carters Avenue public car park to support construction activity for One Toorak Place for a 3-year period. The decision has been made to prioritise safety, reduce traffic impacts on surrounding streets and minimise disruption to the local community during construction.

Council has taken a safety-first approach, particularly for cyclists, children and pedestrians using Carters Avenue and surrounding streets.

The construction project requires large vehicles, including semi-trailers which need sufficient space to safely enter, turn and exit the site via Toorak Road. Allowing use of the car park will:

  • reduce heavy vehicle movements through narrow streets and residential areas
  • protect public assets
  • improve safety for all road users and amenity for nearby residents
  • limit congestion and allow the shortest possible construction timeline

This approach helps reduce the impacts and duration of construction for residents and traders.

The car park will be used in line with an approved Construction Management Plan (CMP) and will include:

  • construction vehicle access and turnaround
  • site offices and worker amenities
  • storage and construction laydown areas

All use is temporary and managed under a time-limited licence with Council.

Overview

The car park occupation supports the construction of One Toorak Place, a private residential development by Orchard Piper, with Cobild appointed as the builder.

The development will comprise 44 luxury apartments, offering a mix of one-, two-, three- and four-bedroom homes. By welcoming new residents to the area, the completed development is expected to provide a positive boost to local businesses in the village precinct.

Timeline

The licence will commence on 27 April 2026 and is expected to run for three years, aligning with the construction program.

If construction finishes early or requires additional time, the licence will be reviewed. Any changes to timing will be communicated to the community.

Traffic, safety and access

All construction activity must comply with the Construction Management Plan, including:

  • controlled operating hours for heavy vehicles and noisy work
  • clear signage, hoarding and safety barriers
  • maintained pedestrian access and wayfinding outside construction hours where practicable

Using the car park will minimise impacts on local access and deliveries by reducing construction vehicle movements within Carters Avenue and nearby streets.

Alternative parking

Public parking

205 public parking spaces are available via on-street parking and the Jackson Street public car park, which includes two accessible spaces.

Paid parking

Additional commercial parking is available nearby, including the Tok H, Toorak Place and St Germain Toorak car parks.

Wayfinding signage has been installed, and Cobild has produced a parking map which they will share with local businesses for their customers.

Trees and reinstatement

Some trees within the car park will need to be removed. Cobild is required to:

  • pay compensation for tree removal
  • plant new established trees before returning the car park

At the end of construction, the car park will be reinstated to Council’s satisfaction, including resurfacing, line marking, landscaping and replacement of any damaged infrastructure. The car park will then be returned to Council for public use.
