Originally called Kooyong Park, the land was acquired by Malvern Council between 1926 and 1934, cricket pitches were laid and new trees planted.

In 2013 the park was renamed in honour of Sir Zelman Cowen AK, GCMG, GCVO, PC, QC (1919-2011), former Governor General of Australia (1977-1982), Scotch Grammar Old Boy and frequent user of the park.
